CALGreen sets construction and demolition diversion targets for many permitted projects, and cities in Placer and Sacramento counties enforce them through the permit process. That usually means documenting that a set percentage of project waste was recycled rather than landfilled.
The practical approach is source separation where it is easy and single-stream sorting where it is not. Clean wood, metal, concrete, cardboard and green waste all have established recycling markets locally. Mixed loads routed to a sorting facility still achieve meaningful diversion, and the facility issues weight tickets showing the recovered percentage.
Keep every weight ticket. When the building department asks for diversion documentation at final inspection, those tickets are the proof.
