If the container sits entirely on private property, such as a driveway or a paved parking area, you almost never need a permit. If any part of it occupies a public street, sidewalk or right of way, most cities in our service area require an encroachment permit.

The City of Roseville, City of Rocklin, City of Folsom and County of Sacramento each handle this through their public works or engineering department. Processing usually takes a few business days, so start early if street placement is unavoidable. Permits typically require basic details: address, container dimensions, dates and sometimes reflective markings or cones at night.
